International Voyage Operations Specialist III

The International Voyage Operations Specialist III works on the Phillips 66 Global Marine Operations team, primarily managing vessel operations and logistics for crude and refined product deliveries to Phillips 66 refining assets and interests. Phillips 66 Global Marine Operations provides safe, innovative marine transportation solutions in support of the Supply and Trading groups within Phillips 66 Commercial Organization.

 

Voyages are performed on controlled vessels and spot charters, as well as COAs, in their assigned region and are involved in cross regional voyages, as applicable. The operation of the vessels involves voyage management, ensuring charter party compliance, pre and post fixture activities, as well as settlement of voyage related financial matters.

 

What You’ll Do

  • Provide the primary day-to-day interface with the Charterer, Scheduler, Terminal, Agent, and Owners/Operators in the Phiillips 66 term chartered and spot-chartered shipping business.
  • Build proficiency in using SEDNA and ensure all emails are correctly tagged.
  • Build proficiency in using IMOS and ensure accurate capture of voyage details.
  • Act as the primary operations point of contact (24/7) for assigned equipment.
  • Assume responsibility for preparation and communication of voyage orders, and further instructions.
  • Handle vessel/cargo stowage matters, draft issues, port agency nominations and/or appointments, and communications.
  • Ensure all assigned voyages are performed as defined by Phillips 66 standardized voyage orders – with applicable regional nuances.
  • Interface with Commercial schedulers, charterer, agents, terminal, vessel/barge owners/operators and tanker brokers.
  • Engage with other Phillips 66 parties – including Marine Demurrage, Assurance, F&PA, refineries, and terminals.
  • Liaise with Supply & Trading and operations staff in respect of voyages to and from 3rd party customers.
  • Handle interaction with Marine Assurance to maintain minimal exposure for Phillips 66 cargoes and assets – including Human Resources, term and spot tonnage, and refineries and terminals.
  • Work with Phillips 66 Loss Control to eliminate or minimize any impairment on cargo quality or quantity.
  • Monitor vessel’s bunker ROB and consumption for heating, tank cleaning and ECA zone consumption (VLSFO and LSMGO).
  • Voyage Cost Allocation – manage voyage costs, administration & allocation, including freight, port costs, secondary costs, Heating costs, Fleeting costs and T/C vessel voyage costs.
  • Manage cargo document management, including Bills of lading, inspection reports and letters of indemnity.
  • Verify and approve freight invoices and other secondary charges related to assigned equipment and voyages under management; ensure voyage cost allocation (VCA) is timely and accurate.
  • Manage monthly hire payments (T/C vessels), bunkers cost administration, and voyage / port cost administration.
  • Coordinate with vessel/barge owners and commercial marine team relative to vessel maintenance and dry-docking activities.
  • Understand weather and waterway impacts to voyages in progress and report issues to the Marine team/ S&T traders and operators.
  • Accountable to work across regional boundaries to develop, implement/change and continuously improve global documentation/processes and systems.
  • Represent the company with carriers, terminal personnel, and/or other internal/external contacts in a professional manner.
  • Possess a firm understanding of marine risk and the company’s exposure to marine liability.
  • Help guide the development/improvement of operating systems requirements, operating metrics, and delivery/communication of results.
  • Assist Leadership team in championing change and assessing vessel agents for value add.
  • Gain a firm understanding of the Global Vessel Incident Reporting & Crisis Monitoring Plan and ensure duties are performed as per the “On Call Incident Report Manual”.

 

What You’ll Bring – Required

  • Legally authorized to work in the United States
  • High School Diploma or GED equivalent
  • 3 or more year(s) of experience working in or around the marine transportation business, including marine logistics, dispatching, and general marine transportation processes
  • Advanced or greater proficiency with Microsoft Office (Excel, Word, PowerPoint)

 

What Makes You Stand Out – Preferred

  • 5 or more year(s) of experience working in or around the marine transportation business, including marine logistics, dispatching, and general marine transportation processes
  • Bachelor’s degree or higher in a related field
  • Prior tanker/barge sailing experience
  • Prior experience in Marine (oil tanker/barge) operations

 

Compensation Range

This position has a base salary range of $121,500 – $148,500.

The Commercial organization  works to effectively leverage assets and market knowledge to create additional value within the risk parameters of the Company. We do this by maximizing general interest profitability, enhancing return on capital employed by successfully partnering with the Refining, Transportation and Marketing functions to ensure Value Chain Integration.   Our truck and rail fleets support our feedstock and distribution operations.  Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.
