The DOT Compliance Specialist develops, implements, and maintains pipeline safety compliance programs to facilitate safe and reliable operations. Acts as a liaison to pipeline safety regulatory agencies manages pipeline records, and conducts pipeline safety training. Is a subject matter resource for Regulated Pipeline and Pipeline Facilities personnel and provides assistance to local pipeline operations by continually monitoring and improving pipeline safety regulatory objectives. 
 
Responsibilities May Include:

  • Acts as the local resource for interpreting and effectively communicating complex pipeline compliance regulatory requirements to field operations and related departments.
  • Develops, implements, and maintains inspection policies, procedures, programs, and training designed to ensure compliance with existing federal, state, and local laws, regulations, licenses, permits, and ordinances pertaining to pipeline safety.
  • Provide improvements in processes, management systems, procedures, and operations to comply with Department of Transportation (DOT) pipeline safety requirements.
  • Anticipates and identifies potential or actual areas of non-compliance through on-site inspections and works collaboratively to communicate and proactively resolve issues.
  • Maintains a detailed understanding of the company’s plans surrounding Operations and Maintenance, Operator Qualification, Integrity Management, Damage Prevention, and Public Awareness through knowledge of applicable regulatory codes and collaboration with the departments responsible for those plans.
  • Provide emergency response assistance to the field as needed.
  • Interface with federal, state, and local pipeline safety regulatory agency representatives for information requests, inspections, incident investigations, and other related activities. 
  • Participate in internal and external incident investigations as well as internal audit programs as required.
  • Respond to operations/management personnel requests on pipeline safety regulatory issues.

 
Required Qualifications:

  • Legally authorized in the job posting country
  • Associates Degree
  • 5 or more years of related work experience 
  • Knowledge of DOT regulations including 49 Code of Federal Regulations (CFR) 190-199
  • Ability to influence at a local level and across a broad organization 
  • Strong communication skills, interpersonal skills, and ability to build relationships 
  • Ability to work independently as well as part of a team 
  • Able to travel approximately 20-30%

 
Preferred Qualifications:

  • Bachelor’s degree in Science, Engineering, or a similar degree field
  • Experience in the oil and gas industry 
  • Experience with regulatory processes, interpretation of regulations, and development of regulatory programs
