As an Advisor III, Refining Capital and Budget in our Refining organization, you will play a key role in shaping the long‑range capital plan and annual budget that guide our refining portfolio. You will partner with leaders across the business to turn complex data and market insights into clear, actionable recommendations that support capital investment decisions and long‑term strategy. This role offers broad exposure to senior decision‑makers, cross‑functional partners, and the full value chain of our refining business. 

 

What You’ll Do 

  • Lead the development and coordination of Refining’s annual budget and capital long‑range plan (LRP) submissions, aligning site inputs with overall business strategy. 

  • Interpret strategic needs and business performance for Refining, translating financial, market, and operating data into insights and recommendations for capital investments and portfolio decisions. 

  • Develop, update, and maintain budgeting and economic forecasting models, including price decks, scenario analysis, and demand forecasts in partnership with site, commercial, economist, and value chain optimization teams. 

  • Prepare business cases and decision support materials for project and contract reviews, working with strategy, engineering, and capital leaders to evaluate alternatives, risks, and expected returns. 

  • Track and report capital spending and project performance, producing regular outlooks and dashboards that keep Finance, Controllers, Treasury, and Refining leaders informed. 

  • Coordinate and support strategic projects and ad hoc analyses, including competitive benchmarking, market assessments, and what‑if scenario modeling to inform long‑term refining strategy. 

  • Engage stakeholders across Refining and enterprise functions by organizing meetings, presentations, and communications that align expectations and support timely decision‑making. 

  • Continuously improve planning processes, tools, and reports, sharing best practices and providing guidance to others on effective use of models, data, and analytics. 

 

What You’ll Bring – Required 

  • Legally authorized to work in the job posting country 

  • Bachelor’s degree in an engineering discipline 

  • 3 or more years of experience at a refinery, chemical, or related industrial site 

  • Intermediate proficiency with Microsoft Office applications 

  • Willingness to travel up to 5% of the time 

 

What Makes You Stand Out – Preferred 

  • 3 or more years of experience in long-range planning, capital budgeting, or strategic analysis 

  • Demonstrated ability to translate complex data and financial analysis into clear insights, scenarios, and recommendations for senior leaders 

  • Experience developing and maintaining economic models, forecasting tools, or demand planning processes 

  • Familiarity with business intelligence, database reporting, or advanced analytics tools in addition to Microsoft Office 

  • Strong skills in stakeholder engagement, influencing without authority, and managing multiple projects and deadlines 

 

Compensation Range 

This position has a base salary range of $127,800 - $156,200.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements.
