Instrumentation Engineer, Borger Refinery

The Instrumentation Engineer provides technical support to operations and maintenance in their assigned area on the Borger Refinery's instrumentation assets, manages maintenance projects and supports small capital projects as needed. This position requires a proven problem solver and equipment owner serving as a technical resource for the instrument and controls infrastructure.
 
Responsibilities May Include:

  • Participate and promote all aspects of refinery safety programs.
  • Visibly demonstrate commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions.
  • Review, develop, and field verify accuracy of Instrument design packages 
  • Provide turnaround support for assigned area, develop engineering and design packages, review/approve specifications and support field construction through commissioning and startup.
  • Strong problem-solving skills, technical knowledge, and ability to apply practical solutions in the field.
  • Provide routine maintenance engineering and troubleshooting support for instrumentation and analyzers.  The instrument asset base includes field measurement sensors, transmitters, analyzers, control valves and automated on/off valves.
  • Support documentation systems and processes that maintain accurate instrumentation  equipment information and drawings.
  • Perform and/or participate in Criticality Analysis for instrumentation and maintaining the criticality ranking for this equipment.
  • Identify equipment problems and recommend appropriate measures to control, manage and correct issues to drive reliability and asset improvements.
  • Participate in Process Hazards Analyses for refinery process units.
  • Design , recommend, and implement new equipment solutions where justified.
  • Serve as a technical resource to properly identify new and existing equipment specifications and operating parameters/ranges for instrumentation ( transmitters, valves, etc)
  • Evaluate and recommend improvements to spares inventory and storage solutions.
  • Participate in knowledge sharing with other sites within the company by serving as a member in the instrumentation network.
  • Effectively communicate and engage other functional groups at all levels of the refinery.
  • Assure compliance with Management of Change Policy.
  • Leading and participating in root cause failure analyses (RCFAs).
  • Commitment to continuous improvement and personal development. 
  • Identify and develop scope and justification for instrumentation infrastructure improvement projects, including but not limited to obsolescence remediation.

 
Required Qualifications:

  • Legally authorized to work in the job posting country
  • Bachelor's Degree in Electrical, Chemical or Mechanical Engineering from an accredited program
  • 3 or more years of instrumentation engineering
  • Must have a valid US Driver’s license
  • Working knowledge of IEC, ISA, and API codes and standards
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Respond to off-hour callouts on an as needed basis to support refinery operating requirements
    • Work extended hours, which may include evenings, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

 

Preferred Qualifications:

  • 5 or more years of experience working in refining and/or the chemicals industry in the field of instrumentation
  • Working knowledge of API, IEEE, NEMA, UL, ANSI, etc.
  • Working knowledge of SPI 
  • Advanced level of proficiency in Microsoft Office Suite
  • Experience with lifecycle management and improvement for Safety Instrumented Systems
  • Experience with supporting and leveraging instrument reliability programs
  • Installation and maintenance experience in Protection Relays, power Transformers, Breakers, and /or Motors

 

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
