Construction Manager, Billings Refinery

The Construction Manager will oversee and ensure the successful execution of capital construction projects. Collaborating closely with the project engineer, operations team, and various refinery service organizations, the Construction Manager will play a pivotal role in managing construction activities. The Construction Manager’s role involves a blend of field and office work, with approximately 50% of the position focused on field-oriented tasks.

 

Responsibilities May Include:

  • Safety and Environmental Compliance:
    • Ensure that projects adhere to safety, health, and environmental standards
    • Oversee daily construction activities carried out by contracting companies.
    • Lead plant wide contractor safety meetings
  • Collaboration and Communication:
    • Interact with various departments within the Refinery organization to execute field activities.
    • Actively participate in model and constructability reviews providing input to designers and engineers.
    • Manage work permit administration, quality control, material procurement, incident investigations, and status reporting.
  • Adherence to Standards:
    • Perform work in compliance with Company policies, engineering standards, industry practices, and government regulations.
    • Interpret project scope defined by construction drawings and specifications.
  • Contracting Strategy and Execution:
    • Collaborate with the Project Engineer to develop contracting strategies.
    • Participate in job walks, contract reviews, and contract award decisions.
    • Coordinate contractor activities based on contract terms.
  • Supervision and Delegation:
    • Manage field construction supervisors.
    • Assign and delegate tasks to contractor personnel.
  • Project Oversight:
    • Review and provide feedback on project specifications and drawings.
    • Ensure progress, cost, and quality of construction projects.
    • Correct deficiencies as needed.
  • Project Execution:
    • Execute construction activities for projects.
    • Collaborate with engineering staff to select contractors and determine crew size.
    • Foster positive contractor-Company relationships.
  • Efficiency and Quality:
    • Coordinate and oversee construction contractors and employee teams.
    • Prioritize tasks for efficient project execution.
    • Manage project costs, schedule, and work quality.
    • Responsible for adhering to and owning the Capital Project Quality Manual.
  • Process Improvement:
    • Manage request for information and change order processes effectively.
    • Drive continuous improvement through lessons learned reviews and incident investigations.
  • Professional Development and Networking:
    • Participate in training opportunities.
    • Participate in the Construction Lead Network engaging with construction leaders across the P66 enterprise.
    • Network with peers to share best practices.
    • Contribute to the selection of new employees for the capital project organization.

 

Required Qualifications:

  • Legally authorized to work in the job posting country.
  • High school diploma or GED equivalent.
  • Valid driver’s license.
  • 5 or more years of construction supervision / management experience.
  • Experience in the Construction (installation and erection) and maintenance of piping systems, pressure vessels, heat exchangers, fired heaters, storage tanks, rotating/reciprocating machinery.
  • Knowledge of the design and installation of electrical and instrumentation.
  • Experience with schedule activities, schedule forecasting and productivity tracking.
  • Knowledge of construction procurement, material handling and fabrication activities.
  • Experience with supervision of construction contractors and construction strategies.
  • Knowledge of refining processes, systems, and equipment.

  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties

Preferred Qualifications:

  • Bachelor’s degree in engineering or construction management.
  • Knowledge of cost and cost control and forecasting.
  • Experience in dealing with labor issues, as well as manpower loading and logistics.
  • Knowledge of Refinery, OSHA, and Construction Industry Safe Work practices.
  • Knowledge of engineering and construction processes and systems.

 

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
