As Advisor I, Lead Buying at Phillips 66, you will support day-to-day purchasing and inventory activities that keep our operations running safely and efficiently. You will provide functional leadership to Phillips 66 Managed Service Provider buying leads and buyers, serve as the primary escalation point for assigned portfolios, and drive continuous improvement in procure‑to‑pay performance, including requisition‑to‑purchase‑order cycle time, PO quality, and on time delivery of material. This position interfaces with internal stakeholders (Category Management, Supplier Enablement, Vendor Relations) and external service providers to ensure that MSP operations meet defined service levels, adhere to Phillips 66 policies and procedures, and support using a standardized procurement process that meets business needs while adhering to Corporate Standards and mitigating financial and liability risks.

 

What You’ll Do

  • As the subject matter expert, oversee and manage the MSP’s end-to-end execution of material and service purchasing activities, including creating and processing purchase requisitions and purchase orders in line with company strategies, policies and controls.
  • Serve as the primary escalation point for business stakeholders and MSP leadership across requisition-to-PO execution, PO accuracy, and issue resolution; maintain and enforce the escalation matrix for assigned areas.
  • Lead the MSP in monitoring open orders, order confirmations, delivery status, and key purchasing metrics to help ensure on-time delivery, accurate documentation, and timely resolution of routine issues.
  • Interpret and apply sourcing and contracting guidance in partnership with category managers and procurement business partners, escalating for specialized review when required.
  • Maintain accurate purchasing, of materials and services and contract records, using SAP and other supply chain systems to collect, organize, and analyze data.
  • Support purchase order quality by performing material and service PO audit activities, including sampling criteria definition, report design input, and follow-through on findings with MSP teams and retained buyers., track performance, and follow up on compliance or service-level agreements.
  • Support special situations such as TA buying support, supplier change outs, PTP testing, and stakeholder training or on-site engagement as needed.
  • Oversee related buying support activities including PO approvals, DTP reviews, SPR support, GR/IR coordination, sourcing request support, and new material master requests.
  • Participate in developing, documenting, and improving purchasing procedures to enhance consistency, efficiency, and control.
  • Provide clear, policy-based information and guidance to internal customers on purchasing procedures, forms, and requirements, escalating complex questions as needed.
  • Build your expertise in procurement, operations through ongoing training, coaching, and on-the-job experience.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • High School Diploma or GED equivalent
  • 1 or more years of relevant working experience in purchasing, procurement, logistics, or supply chain roles
  • Intermediate proficiency in Microsoft Office Suite
  • Intermediate proficiency working in SAP

 

What Makes You Stand Out – Preferred

  • Bachelor’s degree in supply chain management, business, finance, engineering, or a related field
  • Experience supporting purchasing or procure-to-pay activities in a refining, petrochemicals, midstream, or energy operations environment
  • Hands-on experience with SAP or similar enterprise resource planning (ERP) systems for purchasing and inventory transactions
  • Experience working with supplier contracts, basic contract administration, or supplier performance tracking
  • Ability to analyze purchasing and inventory data to identify trends, issues, or opportunities for improvement

 

Compensation Range 

This position has a base salary range of $96,300 – $117,700
