The Advisor, Critical Infrastructure will interact with the Regional Infrastructure Operations and Enterprise Network Services Leadership teams, Refining and Midstream Business and Project Management Office to develop long range capital plans and establish processes to continuously improve the regional infrastructure organization. This position is an opportunity to assist in leading infrastructure teams and help cultivate the relationships they have with the respective businesses. This role is involved in IT capital projects, large and small, Infrastructure and business facing projects, vendor management and LRP.

What You'll Do
- Representing Regional Infrastructure Operations and Enterprise Network Services in various projects and activities assigned by management, including but not limited to providing project coordination support for RFP exercises for hardware and circuit portfolios.
- Cultivate strategic partnerships across diverse IT and business unit organizations, consistently engaging to build understanding, insights, and mindset.
- Work in close partnership with IT Area Leads and Field Directors for key infrastructure projects coordination, demonstrating agility and adaptability to meet site specific needs and timelines.
- Able to adapt to multiple requests, think creatively to solve problems.
- Collaborate, develop, and execute strategy for capital budgets; this specifically includes maintaining the 5-year Long Range Planning (LRP) for capital projects and G&A, managing the annual work plans to track projects, capital spend and resources as well as building appropriate financial modeling and justification documents for Infrastructure Operations.
- Demonstrates a leadership mindset by proactively managing vendor relationships to deliver effective solutions for ongoing infrastructure initiatives.
- Partners with key vendors—such as Cisco, AT&T, and GDT—to forecast future expenditures, coordinate technology transitions, and oversee critical network projects. Leads the renewal process by strategically engaging vendors to negotiate and secure maintenance and service agreements, ensuring operational continuity and alignment with organizational objectives.
- Prepare comprehensive monthly forecasting reports detailing capital and expense spending for Critical Infrastructure Modernization initiatives, providing leadership with actionable financial insights to support strategic decision-making.
- Be an influential leader through partnering with Regional Infrastructure Leads for strategic planning and investments in projects to improve reliability, modernize network infrastructure and progress critical infrastructure projects.
- Serves as the backup Regional Infrastructure Lead, providing leadership support and assuming full managerial responsibilities in the absence of the designated leader. Demonstrates reliability, adaptability, and a commitment to operational continuity by ensuring seamless team guidance and decision-making during transitional periods.
What You'll Bring – Required
- Legally authorized to work in the job posting country.
- Bachelor's degree.
- 5 or more years of IT business, infrastructure, or technology experience.
- 3 or more years of experience managing projects, budgets, forecasts, and business technology initiatives.
- Intermediate proficiency with SAP, ServiceNow, Microsoft Excel, and PowerPoint.
- 3 or more years of experience supporting regional infrastructure operations, network services, or field technology organizations.
What Makes You Stand Out – Preferred
- Leadership, supervisory, or team lead experience.
- Knowledge of cloud infrastructure, virtualization, storage, cybersecurity, VPNs, and enterprise network environments.
- Experience developing business cases, financial models, capital planning strategies, and long range investment roadmaps.
- Experience running large-scale IT Infrastructure projects or upgrades.
- Demonstrated success building relationships with vendors and negotiating technology service agreements.
- Strong foundation in financial analysis, budgeting, forecasting, reporting, and process improvement.
- Ability to influence stakeholders, communicate recommendations to diverse audiences, and drive organizational change.
- Track record of delivering results with minimal guidance while maintaining accountability and operational excellence.
- Knowledge of network technologies including LAN/WAN, mobility, radio, voice communications, cloud infrastructure, and enterprise technology environments.
- Strong analytical, problem-solving, communication, and stakeholder management skills.
- A strategic mindset that is constantly looking towards the future state to drive current technology decisions and investments.
- Ability to work independently and collaborate effectively across multiple teams and business functions.
Compensation Range
This position has a base salary range of $125,100 – $152,900.
