The Terminal Operations Supervisor is responsible for the operation of terminals. The Terminal Operations Supervisor shall drive operating excellence and deliver optimum operating costs, while meeting all safety, environmental, and performance goals. The position requires the ability to plan and execute work, including small capital projects, and to interface with local governmental officials and regulatory agencies. The Terminal Operations Supervisor must be a self-starter, able to work with limited supervision, and provide leadership to employees and contractors in accordance with Phillips 66 Pipeline Company safety standards, policies, and procedures.

 

Responsibilities May Include

  • Championing and ensuring the safe, effective, and efficient performance of maintenance and operations personnel and activities
  • Demonstrating safety leaderships
  • Developing, training, and mentoring direct reports
  • Providing consistent guidance to the organization relating to county, state, and federal regulatory compliance
  • Responding to system emergencies, including Incident Commander duties
  • Driving safety culture of self, team, and contractors
  • Operating of truck loading and unloading facilities, tank farms, and other equipment
  • Interfacing with key support groups and stakeholders to ensure alignment
  • Developing and managing terminal operating budgets in accordance with region leadership
  • Identifying and implementing process improvements 
  • Knowledge of marine operations and all regulatory requirements
  • Knowledge of maintenance, reliability and integrity programs, management programs
  • Maintaining Operator Qualifications for self and teams
  • Maintaining Gain/Loss within allowable tolerance, investigating and correcting variances
  • Interfacing with Refined Product Commercial Supply and Refinery organizations to align value chain objectives
  • Developing and managing area short- and long-range maintenance plans
  • Area interfacing for project identification, development, reviewing, and execution support
  • Coordinating and documenting Management of Change processes
  • Maintaining up-to-date and accurate facility critical drawings, maintenance records, regulatory records, response plans, etc.

 

Basic/Required:

  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Must maintain a valid driver's license
  • 5 or more years of experience in petroleum pipeline or terminal operations
  • Ability to travel overnight 10% of the time
  • Intermediate proficiency with Microsoft Office applications
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC); information can be found at https://www.tsa.gov/for-industry/twic 

 

Preferred:

  • Associate’s degree or higher in a business or technical field
  • 2 or more years of experience in pipeline and facility mechanical maintenance
  • 5 or more years of supervisory experience
  • 10 or more years of experience in petroleum pipeline or terminal operations
  • Experience with pipeline instrumentation, automation, and electrical
  • Knowledge of regulatory requirements for pipeline and terminals
  • Knowledge of petroleum liquids measurement
  • Proficient with SAP PM module
  • 2 or more years of experience with excavation permits, critical lifts, and confined space entry
  • 5 or more years of experience with API650, 653, 570
  • ICS 100, 200, 300, and 700 compliant

 

Midstream

 

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
